Changes at "G23-C003 Elect Two Chief Co-Spokespersons"

Proposal Text 

Amend the definition of Leader (Article 7.1.2) as follows:

7.1.2 Chief Co-spokesperson : The member or members elected by Green Party of Canada members to represent publicly the Party as a whole, or appointed by Federal Council on an interim basis, one of whom is filed Leader pursuant to the Canada Elections Act.

Add the following to Bylaw 2.1.3:

2.1.3.3 Two Chief Co-spokespersons, one woman and one male or gender non-conforming, shall be elected separately.

2.1.3.4 The two Chief Co-spokespersons shall share one vote on Federal Council and on the Executive Council.

2.1.3.5 Candidates for Chief Co-spokespersons must have been Members of the Party in good standing for at least three (3) months prior to the start of the Chief Co-spokesperson Contest.

Amend Bylaw 2.1.5.5 to replace “unless our leader becomes prime minister” with “unless the Party forms or is part of the government of Canada” and to replace “Leader” with “Chief Co-spokespersons”, such that it reads as follows:

2.1.5.5 Within six (6) months of a Federal General Election, unless the Party forms or is part of the government of Canada, a Chief Co-spokespersons Review, where all Members in good standing may vote, shall be held. The date of the Chief Co-spokespersons Review vote will be set by Federal Council and may coincide with a General Meeting. The Chief Co-spokespersons' terms shall end if Members in good standing do not pass a resolution endorsing each Chief Co-spokesperson by at least sixty percent (60%).

Add the following to Bylaw 2.6:

2.6.2 One of the Chief Co-spokepersons shall be the member filed as Leader pursuant to the Canada Elections Act. Federal Council will make the determination as to which of the two Chief Co-spokespersons is the member filed as Leader.

In the Constitution & Bylaws, replace every other instance of ‘Leader’ by ‘Chief co-spokesperson’ or ‘Chief co-spokespersons’, whichever applies to the context.

In the Constitution & Bylaws, replace ‘Leadership Contest’ with ‘Chief co-spokesperson Contest’.

Modifier la définition de Chef (Article 7.1.2) comme suit :

7.1.2 Co-porte-parole en chef : Le ou les membres élus par les membres du Parti vert du Canada pour représenter publiquement l'ensemble du Parti, ou nommés par le Conseil fédéral sur une base intérimaire, dont l'un est désigné Chef en vertu de la Loi électorale du Canada.

Ajouter ce qui suit au Règlement 2.1.3 :

2.1.3.3 Deux co-porte-parole en chef, une femme et un homme selon l’identité de genre de la personne seront élus séparément.

2.1.3.4 Les deux co-porte-parole en chef partagent une voix au Conseil fédéral et au conseil exécutif.

2.1.3.5 Les candidates ou les candidats au poste de porte-parole en chef doivent être membres en règle du Parti depuis au moins trois (3) mois avant le début du concours de porte-parole en chef.

Modifier l'Article 2.1.5.5 pour remplacer « à moins que notre chef ne devienne premier ministre » par « à moins que le Parti ne forme ou ne fasse partie du gouvernement du Canada » et pour remplacer « Chef » par « Co-porte-parole en chef », de façon à ce qu'il se lise comme suit :

2.1.5.5 Dans les six (6) mois suivant une élection générale fédérale, à moins que le Parti ne forme le gouvernement du Canada ou n'en fasse partie, un examen des porte-parole en chef, auquel tous les membres en règle peuvent voter, doit être tenu. La date du vote de l'examen des porte-paroles en chef sera fixée par le Conseil fédéral et pourra coïncider avec une assemblée générale. Les mandats des co-porte-paroles en chef prendront fin si les membres en règle n'adoptent pas une résolution appuyant chaque co-porte-parole en chef par au moins soixante pour cent (60 %).

Ajouter le texte suivant à l'Article 2.6 :

2.6.2 L'un des co-porte-parole en chef sera le membre présenté comme candidat au poste de chef de file conformément à la Loi électorale du Canada. Le Conseil fédéral déterminera qui des deux co-porte-parole en chef est le membre désigné au poste de chef.

Sous statuts et règlements, remplacer toute autre occurrence de « Chef » par « Co-porte-parole en chef ».

Sous statuts et règlements, remplacer « Course à la chefferie » par « Élections des co-porte-parole en chef ».
