Ron G. Parker Personal Profile

I was born on Prince Edward Island and have also lived, attended school, and worked in New Brunswick, and Nova Scotia. I have spent the entirety of my adult living primarily in the Halifax area. I have 3 adult children and two grandchildren.

I am an IT consultant with 39 years of experience in the Health Care and Social services sectors, specializing in IT systems architecture and interoperability. From 2003 to April of 2018, I worked for a Federal Agency (Canada Health Infoway Inc.).

In that role I was responsible for designing and promoting the National EHR Solutions Blueprint for use across Canada. I led the establishment of the pan-Canadian Health Information Standards Collaborative, a public & private sector Governance and Standards Development Framework.

Currently, I am an independent consultant. My client base ranges across 5 countries, and 3 continents. I have worked with the United Nations International Telecommunication Union and World Health Organization agencies, where I led the development of the Digital Health Platform Handbook, a required reference for all WHO Health IT programs worldwide. My other clients include: U.S. Veterans Affairs, Ministries of Health in Lesotho, Africa, in Sri Lanka, and the Council for Health Insurance in Saudi Arabia.

I have been a member of Green Party of Canada since March of 2019. I have also been a member of the Green Party of Nova Scotia since 2017, where I was the Bedford Basin regional representative to GPNS Executive Council and ran in 2 byelections. My introduction to the Green Party was through my father, an active supporter of the Green Party of Prince Edward Island, and who worked tirelessly on the Party Leader/s leader’s (Peter Bevan-Baker) successful election campaign, and their subsequent campaign to became the official opposition for PEI.

Boards of Directors

In my mid-30’s I was elected as a Board member for a not-for-profit flight training centre, and I was subsequently voted Board Chair for a term of 2 years. This was time of significant growth and associated struggles for the organization. This experience taught me a great deal about the importance of proper Governance and Human Resource management, as well as transparent engagement with the member community.

Currently, I am in my third year as an International Director on the Board of a U.S. based not-for-profit International Standards Development Organization (SDO). The SDO currently has an operating budget in excess of 5 million USD annually and has an extensive volunteer community of subject matter experts from 43 countries (and growing). This SDO is accredited by the American National Standards Institute, requiring very rigorous adherence to not-for-profit principles and processes for transparency and effective Governance.

Skills

As an IT consultant with 35+ years of experience, primarily working in the Social Services and Health sectors, I am proficient in strategic planning, development of organizational road maps, governance policies and processes, and leadership of multidisciplinary teams and committees. I also have a history of supporting HR departments in hiring, addressing interpersonal conflicts, and in developing and sustaining positive and safe work culture. I have developed skills in diplomacy and advocacy. I have an appreciation for, and enjoy working with, project and program level managers.

Je suis né sur l'Île-du-Prince-Édouard et j'ai également vécu, fréquenté l'école et travaillé au Nouveau-Brunswick et en Nouvelle-Écosse. J'ai passé la totalité de ma vie d'adulte principalement dans la région d'Halifax. J'ai trois enfants adultes et deux petits-enfants.

Je suis consultant en SI et j'ai 39 ans d'expérience dans les secteurs des soins de santé et des services sociaux, avec une spécialisation dans l'architecture et l'interopérabilité des systèmes de SI. De 2003 à avril 2018, j'ai travaillé pour une agence fédérale (Inforoute Santé du Canada Inc.).

À ce titre, j'étais responsable de la conception et de la promotion de l'architecture nationale des solutions de EHR pour l'ensemble du Canada. J'ai dirigé la mise en place de l'Unité collaborative pancanadienne des normes d'information sur la santé, un cadre de gouvernance et d'élaboration de normes pour les secteurs public et privé.

Je suis actuellement consultant indépendant. Ma clientèle s'étend sur 5 pays et 3 continents. J'ai travaillé avec l'Union internationale des télécommunications des Nations unies et des agences de l'Organisation mondiale de la santé, où j'ai dirigé l'élaboration du Digital Health Platform Handbook, une référence obligatoire pour tous les programmes d'informatique de santé de l'OMS dans le monde. Mes autres clients sont les suivants : U.S. Veterans Affairs, les ministères de la santé du Lesotho, d'Afrique, du Sri Lanka et le Conseil de l'assurance maladie d'Arabie saoudite.

Je suis membre du Parti vert du Canada depuis mars 2019. Je suis également membre du Parti vert de la Nouvelle-Écosse depuis 2017, où j'ai été le représentant régional du bassin de Bedford au Conseil exécutif du Parti vert de la Nouvelle-Écosse et où je me suis présenté à deux élections partielles. J'ai découvert le Parti vert grâce à mon père, un partisan actif du Parti vert de l'Île-du-Prince-Édouard, qui a travaillé sans relâche à la campagne électorale réussie du chef du parti (Peter Bevan-Baker) et à leur campagne subséquente pour devenir l'opposition officielle de l'Île-du-Prince-Édouard.

Expérience et compétences

Conseils d'administration

Au milieu de la trentaine, j'ai été élu membre du conseil d'administration d'un centre de formation au pilotage à but non lucratif, et j'ai ensuite été élu président du conseil d'administration pour un mandat de deux ans. Cette période a été marquée par une croissance importante et des difficultés connexes pour l'organisation. Cette expérience m'a beaucoup appris sur l'importance d'une bonne gouvernance et d'une bonne gestion des ressources humaines, ainsi que d'un engagement transparent avec la communauté des membres.

Actuellement, j'en suis à ma troisième année en tant que directeur international au sein du conseil d'administration d'un organisme international de normalisation (OEN) à but non lucratif basé aux États-Unis. Cet organisme dispose actuellement d'un budget de fonctionnement de plus de 5 millions d'USD par an et d'une vaste communauté d'experts bénévoles issus de 43 pays (et de plus en plus nombreux). Cet OEN est accrédité par l'American National Standards Institute, ce qui exige une adhésion très rigoureuse aux principes et processus des organisations à but non lucratif en matière de transparence et de gouvernance efficace.

Compétences

En tant que consultant en informatique avec plus de 35 ans d'expérience, principalement dans les secteurs des services sociaux et de la santé, je suis compétent en matière de planification stratégique, d'élaboration de feuilles de route organisationnelles, de politiques et de processus de gouvernance et de direction d'équipes et de comités pluridisciplinaires.
