Changes at "G23-B005 3-year term on Federal Council"

To ensure greater stability of the Party's governing body and preserve institutional memory, replace \"two (2) years\" in bylaw 2.1.5.2 with \"three (3) years\" in order to increase the term of office of Federal Council members, with the exception of the Party Leader. 

Change Bylaw 2.1.5.2 to read as follows:

 2.1.5.2 All members of Federal Council are elected for a term of three (3) years or until the election of their successor, with the exception of the Party Leader whose term is defined in bylaw 2.1.5.3. 

*Current Bylaw 2.1.5.5 becomes Bylaw 2.1.5.3.

Remove current bylaws 2.1.5.3 and 2.1.5.4 (see below) and advise Federal Council to create a process for a staggered Federal Council election process.

2.1.5.3 In odd-numbered years, the representatives of Newfoundland and Labrador, New Brunswick, Quebec, Manitoba, Alberta, the Territories, the First Nations, the President and the Francophone Vice-President will be elected. 

2.1.5.4 In even-numbered years, the representatives of Nova Scotia, Prince Edward Island, Ontario, Saskatchewan, British Columbia, the English-speaking Vice-President, the Inuit representative, the Métis representative and the Fund representative will be elected.

Afin d'assurer une plus grande stabilité de l'instance dirigeante du Parti et de préserver la mémoire institutionnelle, remplacer \" deux (2) ans \" au règlement 2.1.5.2 par \" trois (3) ans \" afin d'augmenter la durée du mandat des membres du Conseil fédéral, à l'exception du Chef du Parti.

Modifier le Règlement 2.1.5.2 comme suit:

2.1.5.2 Tous les membres du Conseil Fédéral sont élus pour un mandat de trois (3) ans ou jusqu'à l'élection de leur successeur, à l'exception du chef du Parti dont le mandat est défini au Règlement 2.1.5.3.

*L'Article 2.1.5.5 actuel devient l'Article 2.1.5.3.

Supprimer les Règlements actuels 2.1.5.3 et 2.1.5.4 (voir ci-dessous) et conseiller au Conseil Fédéral de créer un processus d'élection échelonné du Conseil Fédéral.

2.1.5.3 Lors des années impaires, les représentantes ou les représentants de Terre-Neuve-et-Labrador, du Nouveau-Brunswick, du Québec, du Manitoba, de l'Alberta, des territoires, des Premières Nations, la présidente ou le président et la vice-présidente ou le vice-président francophone seront élus.

2.1.5.4 Lors des années paires, les représentantes ou les représentants de la Nouvelle-Écosse, de l'Île-du-Prince-Édouard, de l'Ontario, de la Saskatchewan, de la Colombie-Britannique, la vice-présidente ou le vice-président anglophone, la représentante ou le représentant des Inuits, des Métis et du Fonds seront élus.
