    The GPC supports updating Health Canada’s limits of human exposure to radiofrequency/microwave radiation based on a transparent, rigorous systematic review of all scientific evidence on biological effects of radiofrequency/microwave radiation with public consultation, by a panel of experts independent of industry influence with no conflicts of interest.

    Objective

    The World Health Organization’s International Agency for Research on Cancer classified radiofrequency/microwave radiation as a possible (Class 2B) human carcinogen in 2011. Subsequent evidence supports a classification upgrade. This policy supports updating Health Canada’s radiofrequency/microwave radiation exposure limits, Safety Code 6 (2015), based on all of the relevant scientific evidence.

    Benefit

    Modernizing Health Canada’s limits for human exposure to radiofrequency/microwave radiation emissions from wireless equipment (such as cell phones, cell network antennas, smart meters, Wi-Fi and 5G technologies) will better protect the health of all Canadians, reduce health care costs, and additionally provide some protection for the environment.

    The GPC advocates for Health Canada's limits of human exposure to radiofrequency/microwave radiation be reviewed and, if needed, updated based on a transparent, rigorous systematic review of all scientific evidence on biological effects of radiofrequency/microwave radiation by an independent panel of qualified experts.

    Objective

    As of 2013, the World Health Organization’s International Agency for Research on Cancer classified radiofrequency /microwave radiation as a possible (Class 2B) human carcinogen. The initial evidence for concern was weak in part due to limited data. Now with many more years of human exposure from Wifi and cell phone use, more data and time trend is potentially available so an updated review is merited.

    Benefit

    If the review finds that radiofrequency / microwave radiation is a legitimate health concern, actions can be taken to safeguard the public. If no evidence is found, it will be possible to ensure regular updates and accurate public education.

    The original submission quoted sources that were not peer-reviewed science which introduces doubt about the GPC's credibility on all files. However the fears of those supporting the original proposal are real and their suspicion of any industry player is well justified based on behaviour documented by the tobacco industry and others. The revised proposal does four things. First, it removes all references to questionable sources. Second, it removes the public consultation process which is now how science works. Third, it provides reasonable scientific justification for the review by pointing out that the current published evidence is old and merits updating. Fourth, it has demonstrable benefits to Canadian society regardless of the outcome.
