Proposal

For Temporary Foreign Workers:

1. An end to closed work permits;
2. Unhindered access to all benefits;
3. Co-responsibility of employers and recruitment agencies for fraudulent and excessive recruitment fees;
4. Full and impartial enforcement of labour laws;
5. A path to permanent residency guaranteed upon arrival.

Objective

The objective of this proposal is to guarantee that Temporary Foreign Workers have decent housing and working conditions, have a right to change employers and have an explicit and fair pathway to permanent residency.

Benefit

This policy will greatly benefit Temporary Foreign Workers, and indirectly provide employers with a stable work force. It will provide the pathway for Canada and its employers to respect the basic tenets of fair treatment and conformity with the civil rights of foreign workers.

Pour la main-d’œuvre étrangère temporaire :

1.   Abolition des permis de travail fermés;

2.   Accès sans entrave à tous les avantages sociaux;

3.   Responsabilité conjointe des employeurs et des agences de recrutement pour les frais de recrutement frauduleux et excessifs;

4.   Application intégrale et impartiale de la législation du travail;

5.   Voie d’accès à la résidence permanente garantie à l’arrivée.

Objectif

Cette proposition vise à garantir à la main-d’œuvre étrangère temporaire des conditions de logement et de travail convenables, le droit de changer d’employeur et une voie explicite et équitable vers la résidence permanente.

Avantage

Cette politique profiterait grandement à la main-d’œuvre étrangère temporaire et fournirait indirectement aux employeurs une stabilité de ses effectifs. Elle permettrait au Canada et aux entreprises de respecter les principes fondamentaux de traitement équitable et les droits civils de la main-d’œuvre étrangère.
