This proposal was discussed in the workshop during Phase 2 of the VGM. However, there was not enough time for this proposal to be voted on in plenary by the members during Phase 2. Therefore, this proposal will not be included in the ratification vote. 

Proposal

Federal Council shall constitute an Energy Modelling Technical Task Force. This body’s membership will be composed of highly skilled energy modellers who will volunteer their time, and staffed by a full-time researcher who will guide GPC technical energy policy deliberations, development and strategy.

Objective

This directive seeks to professionalize the Green Party’s approach to developing coherent energy policies for Canada, in an effort to optimize the national resource mix. It will enable the party to have a clearer appreciation of the economic and technical impacts of policy measures, grounding the GPC’s energy policy development process.

Benefit

Time and resources are limited as we transition to a decarbonized economy. This proposed task force will help organize, streamline, refine and sharpen the GPC’s energy policy, in order to effectively lead on this cornerstone issue for our party.

As a response to the COVID pandemic, expert guidance can be seen to have provided the difference between effective and ineffective management across the globe. Where decisions on pandemic management have been politicized, efforts have proven to be less effective than when governments have followed technical direction. The climate emergency has much greater consequences than COVID, and the GPC will benefit from direct input from technical experts in order to better steer Canadian policy towards decarbonization.
