G21-P026 Supporting a Dialogue-Based, Civilian-Centred Approach to Ending Deadly Conflict

This proposal was discussed in the workshop during Phase 2 of the VGM. However, there was not enough time for this proposal to be voted on in plenary by the members during Phase 2. Therefore, this proposal will not be included in the ratification vote. 

Proposal

Be it resolved that the Green Party of Canada supports dialogue as the preferred option for the prevention and resolution of armed conflict because it has proven to be the most effective approach to securing lasting peace, ending deadly conflicts and supporting a civilian-centred response to deadly conflict.

Objective

To recognise that: ending deadly conflict is rarely produced through overwhelming use of force; a civilian-centred approach to deadly conflict will seek its resolution as quickly as possible; and usually the best role for the international community in preventing and ending deadly conflict is to facilitate negotiated political solutions.

Benefit

Promoting dialogue and negotiation in the context of armed conflict prevents loss of civilian life. The core Green value of non-violence is promoted by prioritising dialogue and negotiation. Canada once had a reputation for facilitating dialogue and mediation and has the potential to resume a leadership role.
